Trans-regional water transfer, Inner Mongolia "quenches thirst" for Jilin wetland
Date:2020-10-23
Recently, in order to curb the ecological degradation of Xianghai Wetland in Jilin Province, the Ministry of Water Resources, after in-depth investigation and research, formulated the "Implementation Plan for Emergency Water Replenishment for Introducing Chaji to 2020" and decided to provide emergency water supply for Xianghai Wetland from Chaershen Reservoir.
At 12:00 on April 7th, the Chaershen Reservoir in Horqin Youyiqianqi, Inner Mongolia Autonomous Region, opened its gates and released water. The discharge will be increased at 10:00 on April 8, and the outflow flow will be controlled at 65 cubic meters per second. After the implementation of this emergency water replenishment, the drought and water shortage in many core areas of Xianghai Wetland will be alleviated, and the overall ecology of the wetland will be improved.
Ministries and provinces will convene to quench their thirst
Chaershen Reservoir is a large-scale water conservancy project that focuses on irrigation and flood control, combined with power generation, fish farming, tourism and other comprehensive utilization. The drainage area is 7,780 square kilometers, the annual average runoff is 830 million cubic meters, and the total designed storage capacity of the reservoir is 1.35 billion cubic meters. Meters, the maximum discharge is 3500 cubic meters per second, water resources are abundant, and the surrounding ecological environment is in good condition.
In the western part of Jilin Province, due to the generally low rainfall in the past two years, the inflow of rivers has decreased, and the water storage and water levels of lakes and wetlands have dropped significantly, causing the area of Xianghai and Niuxintaobao two national wetlands to shrink and biodiversity. Faced with threats.
The Ministry of Water Resources discussed with the relevant departments of Inner Mongolia and Jilin provinces and regions to comprehensively consider the adjustable water volume of Chaershen Reservoir, the shortage of water to the sea wetland and the loss of water transportation along the way. On the basis of the province’s 2020 water supply plan, the emergency water replenishment scale is determined to be 80 million cubic meters, and the water replenishment time is one month.
The relevant person in charge of the Ministry of Water Resources introduced: "This time the emergency water supply for'introducing Chaji to', the route starts from the Chaersen Reservoir in the Keyouqian Banner, Inner Mongolia Autonomous Region, and passes through the Taoer River to Longhuatu, Wafang Town, Taonan City, Jilin Province. The sluice will pass through the main diversion canal to the Xianghai Reservoir in Tongyu County, with a total length of 192 kilometers."
Experts predict that after the emergency replenishment of water, the drought and water shortage in the core areas of the three wetlands of Xianghai Wetland, the white stork, the great bustard, and the yellow elm, will be effectively alleviated, and the water area of the core area of cranes will increase by 50 to 70 square kilometers, which is greatly expanded. The range of foraging and nesting of birds plays an important role in maintaining the biodiversity of wetlands. At the same time, the water surface area of Xianghai Wetland has increased significantly, which will help regulate the local microclimate to a certain extent. It will also provide favorable conditions for the wetland reserve to produce good economic benefits in reed fields, pasture, aquaculture and tourism.
Zhang Zhigang, a member of the expert group and senior engineer of the Chinese Society of Environmental Behavior Law, said: "Compared with the famous cases and projects of ecological water replenishment in China, the amount of water replenishment of 80 million cubic meters is not much, but it is not difficult to find out the actual operation of this project. In-depth investigations, adequate preparations, and compliance with the quantity will not affect the ecological status quo in Inner Mongolia, but also solve the problem of water shortage in the wetlands in Jilin Province. Therefore, we say that if we want to let the distant water meet the local thirst, we must first be based on reality. , The measures are appropriate."
