Say goodbye to the "black and smelly water" and return to the promise-"Metamorphosis" of Wanggang, Long Salon
Date:2020-10-23
"It's changed, the water is clear, and the shore is refreshing." Yang Xing, who has lived in the west of Changsha River for most of his life, has been walking around the West Lake Cultural Park every day since he retired. Along the Dragon King Harbor, he walked slowly with his hands on his back, feeling lighter than the bird on the treetop.
From the "black and smelly water" to the reappearance of clear water, Longwanggang staged a "metamorphosis". In accordance with the important spirit of the central, provincial and municipal governments to vigorously promote the construction of ecological civilization, under the leadership of the Changsha Municipal Party Committee and the Municipal Government, Hunan Xiangjiang New District, Yuelu District, and Changsha High-tech Zone have joined forces to promote the "water environment, water resources, water ecology, water Based on the concept of "safety and water culture" water governance, and in accordance with the overall principles of "basin overall planning, system governance, overall design, territorial responsibility, implementation by divisions and phases", Longwang Port will be systematically governed, sourced and scientifically governed.
In the first half of this year, the water quality compliance rate of Longwang Port increased from 50% in the same period last year to 100%. The water quality reached Class IV standards. The section of the Xiangjiang Estuary fully met the standards and exceeded Class IV standards in 4 months. With the improvement of water quality, people along the river also enjoy the ecological benefits of clear water and green banks.
"We will spare no effort to promote the ecological management of the water environment in the Longwanggang River Basin. While enhancing the people's sense of access to, security and happiness in the water environment, we will build Longwanggang into an extension of the regional industrial economic development corridor, in order to promote Changsha's ecological civilization and High-quality development makes greater contributions." said Zhou Zhikai, secretary of the Yuelu District Party Committee and the first chief river chief of the district.
History: Black and smelly water, passing by
Longwang Port is a first-level tributary of the Xiangjiang River, also known as "Xinwan Port" and "Luqiao River". The main stream is 29 kilometers long, and the Yuelu section is 14.8 kilometers long. The river is tortuous and has a gentle slope, flowing through Meixi Lake and Zenith The six streets of Wangchengpo, Xianjiahu, West Lake, and Wangyue Lake merged into the Xiangjiang River. In the 1980s and 1990s, the people in Hexi were nourished.
However, with the continuous development and construction of the two banks along the line for many years, the supporting construction of the urban sewage interception system and the sewage treatment capacity cannot keep up with the rapid development of the city and the large number of people settled in. In addition, there is less water from the upper reaches and the Xiangjiang River is affected by the water supply. Gradually unable to afford the capacity, the phenomenon of black and smelly water evolved.
Yang Xing still remembers, “In the past, the river stinks from time to time, and you must cover your nose when you pass by; although there are fish in the river, most of them are dying.” “Sometimes on a sunny day, you have to receive up to 2 to 3 complaints a day.” Yuelu District Water Resources Department investigated It was found that Longwang Port was affected by the incoming water, and the water quality of nitrogen and phosphorus exceeded the standard. At the same time, the downstream section was flat and the water body was not easy to flow, which caused the sludge deposit to emit odor, and it was not small to treat it. In 2016, Longwang Port was listed on the black and smelly water remediation list of the Ministry of Housing and Urban-Rural Development, and it was one of the 24 "black and smelly water bodies" in Changsha City.
It is related to the living environment of the people, no matter how difficult it is, it must be treated. In 2017, Changsha City established a four-level river chief system, and Yuelu District, as the county section of the lower reaches of Longwang Port, initiated terminal sewage interception, staged dredging and local ecological treatment projects. In 2018, Yuelu District teamed up with Xiangjiang New District to manage the "black and smelly water" of Longwang Port. However, the local water quality of the river was still inferior to Class V.
